Description of Incident
1. Despite being protected Waters of the United States and despite protective fencing and signage, the construction contractor for the I-66 Outside the Beltway Project has removed all vegetation from streambanks, is operating heavy machinery directly in the stream, is storing fuel containers on the bank, has piled gravel and rubble on the banks, and has extensively modified the stream channel. While realizing some injury to the stream is permitted during construction projects, surely these actions add up to violations. The stream is a tributary of Accotink Creek, informally known as the "Mosby Woods" tributary. The most affected portion is immediately east of Chain Bridge Road, Photos at https://i66outsidethebeltwayaccotink.shutterfly.com/pictures/793#790 2. The entire cloverleaf seems to have entered a frenzied stage of construction. It appears in numerous locations soil stabilization and stormwater controls are not keeping up or are failing.
