Description of Incident
Reporting erosion and sediment control problems in the I-66 Outside the Beltway construction zone. Observed - May 10, 2020, about 10:00 AM Location - I-66 westbound, extending from the southbound-123-to-westbound-66 ramp westward along the soundwall to Jermantown Road A jury-rigged system for pumping out unintended pools of stormwater continues to send sediment into the western branch of the Mosby Woods tributary of Accotink Creek. The discharge into the stream is chronic, having existed since at least before April 15, 2020 (Pollution Report #294693) This system is also spilling runoff across the work zone (including onto vehicle access roads) and out onto the roadway of I-66. - A single dirt bag was observed as one source of runoff, but must not have been the only one, given the volume and the direction of runoff both toward the stream and toward the roadway. - Pump hoses were observed inserted into black corrugated pipes embedded in the ground, leading to the assumption that these pipes direct the discharge to the stream. The sole precipitation in the last 72 hours was 0.1 inch about 36 hours prior to the observation.
